UBLC Faculty joins CHR Research Conference on International Humanitarian Law

Diliman, Quezon City – August 15, 2025. The Commission on Human Rights (CHR) held the 2025 Research Conference on International Humanitarian Law (IHL): Human Rights and the Security Sector in the Dynamic 21st Century at its central office in Diliman, Quezon City. The event earned participants eight technical training hours and was attended by representatives from various sectors, including the University of Batangas Lipa City (UBLC) College of Criminal Justice Education (CCJE), with Dr. Glenn R. Aguila successfully completing the training.

“Even war has its limits. This is the heart of IHL or the law of armed conflicts. This underscores the profound idea that, amidst armed conflicts, human dignity must still be respected and certain acts are never permitted,” said CHR Chairperson Richard Palpal-latoc in his welcome remarks, as posted on the official Facebook page of the Commission on Human Rights.

Among the key issues discussed were the emerging challenges of warfare in the 21st century, particularly the impact of technological advancements and modern modes of conflict. The CHR highlighted the pressing need for stronger implementation and enforcement of IHL, moving beyond awareness campaigns to include accountability measures such as the prosecution of violators and enhanced training for security forces.

The conference also served as a platform for dialogue and collaboration between the security sector, academia, and civil society, fostering a unified commitment to protecting human rights amid the changing landscape of global security.

By completing this technical training, Dr. Aguila’s participation reflects UBLC’s dedication to advancing research and education in the field of human rights and humanitarian law, ensuring that the institution remains actively engaged in discussions that uphold justice, dignity, and accountability.
