UB Lipa upholds healthy campus environment through strict smoke-free implementation

Lipa City, Batangas – Upholding its enduring commitment to a safe, healthy, and disciplined academic environment, the University of Batangas Lipa City (UBLC), through the initiative of the Security and Safety Department in partnership with the Office of Student Affairs and External Programs (SAEP), continues to strengthen the enforcement of its smoke-free policy across all areas of the university.

Since 2011, UB Lipa has maintained a firm stance on prohibiting smoking within the campus. Over the years, this commitment has evolved in response to the rise of vaping and electronic cigarette use, ensuring that the university’s policy remains relevant amid changing trends in tobacco consumption. The initiative aligns with the Commission on Higher Education (CHED) Memorandum Order No. 6, Series of 2021, which mandates all Higher Education Institutions (HEIs) to implement a 100% smoke-free environment. Supported by CHED Memorandum Order No. 63, Series of 2007, and the Tobacco Regulation Act of 2003 (Republic Act No. 9211), this policy prohibits all forms of tobacco use, including vapes and e-cigarettes, within academic premises.

To strengthen awareness, tarpaulins and visual reminders have been strategically installed in various parts of the university. These signages emphasize that smoking is strictly prohibited in all university facilities – classrooms, laboratories, library, rest areas, and open grounds – reflecting UB Lipa’s consistent effort to protect the health and well-being of its academic community.

In accordance with the University of Batangas Student Handbook, under the Guidelines in the New Normal, the prohibition of smoking within the university premises is strictly implemented. The policy explicitly states that “Smoking in University Premises is strictly prohibited,” encompassing all areas of learning and student congregation. Furthermore, the university classifies smoking within the campus as a first-degree offense, emphasizing its seriousness and the institution’s firm adherence to discipline and order.

The Security and Safety Department, in coordination with SAEP, continues to ensure compliance through monitoring, advocacy, and education. The initiative also aims to instill self-discipline and accountability among students, faculty, staff, and visitors by promoting health awareness and environmental consciousness.

Through consistent implementation and community engagement, UB Lipa demonstrates its strong alignment with national and CHED directives while upholding its core values of wellness, integrity, and social responsibility. The university’s smoke-free policy – rooted in more than a decade of practice – remains a testament to its proactive leadership in sustaining a safe and healthy learning environment for all.
